What is a zero vacancy counselling?

Zero vacancy counselling is the counselling that takes place when all workplaces are declared vacant. The teacher / officer participating in the counselling is eligible to select one of the vacancies other than his / her place of employment on the basis of seniority.

It is said that the data obtained through EMIS will play an important role in the preparation of the relevant work seniority list if the current zero vacancy counselling is held for teachers and officials. Teachers / Officers will be allowed to attend the counselling on the basis of such seniority list.

During the zero vacancy counselling all the vacancies except for the present place of work for the teacher / officers will be displayed in the counselling. They can choose the places of their choice. Priority will also be given to persons with disabilities, ex-servicemen, spouses of military service personnel, victims of life-threatening illnesses such as cancer and heart disease, which are usually followed in the counselling.

Counselling for promotion will take place after the workplaces are programmed on the basis of zero vacancy counselling. Accordingly, the promotion to the post will be given to the Headmasters of Higher Secondary / High School after the counselling of the District Education Officer. Once that is done the counselling for the Headmasters will take place. Thus counselling will take place for all workplaces from top to bottom.
